Summary

The HRCompliance Manager's primary duty is to work with Operations, Legal, and HR to ensure that Baker and the Family of Companies are in compliance with all relevant employment regulations and standards. S/he researches employment laws and regulations, gathers company data, and analyzes gaps in compliance. Under the direction of the Corporate Director of Human Resources, s/he serves as a key communicator of the Company's employment obligations and helps to train key co-workers throughout the Company on processes and procedures that meet regulatory standards.

Roles and Responsibilities

The HR Compliance Manager will perform the following duties in a safe, productive, and effective manner:

  • Provides input into the Company-wide New Hire Orientation Program to keep it current, relevant, vibrant, and compliant
  • Partners with key HR, Legal and Business Unit Managers in developing HR goals, objectives, and systems
  • Conducts risk assessments to identify potential areas of legal exposures related to employment practices and develops and recommends strategies to migrate those risks
    • Conducts audits to review the Company's business practices assessing compliance with employment standards
    • Collaborates with HRIS Manager and Regions to assess compliance and non-compliance issues and recommends resolutions, in instances where there are gaps to meeting the established, required standards
  • Assists in producing procedures manuals related to the various HR/employment requirements, i.e. immigration, recruitment, applicant tracking, affirmative action plans, ADA, FLSA, FMLA, Title VII, etc.
  • Stays abreast of the ever-changing employment laws and regulations that pertain to the Company; communicates this pertinent information to appropriate resources (i.e. HRIS Manager, Benefits Team, Regional personnel, etc.)
  • Creates regulatory reports that document compliance and communicates results with regional HR and Operations; provides training where necessary (Such as applicant tracking and recruitment sourcing)
  • Serves as main point of contact for governmental audits and liaison to counsel, if applicable
  • Ensures compliance with I-9 forms and E-Verify programs
  • Ensures compliance of the drug testing program
  • Ensures compliance regarding Federal and state labor laws including, but not limited to posters, sick accruals, etc.
  • Responsible for submitting all government and project required filings, such as EEO-1, monthly affirmative action reports, etc.
  • Maintains records for all HR compliance processes
  • Assists with educating and training co-workers, managers, and executives
    • Creates training documents with step-by-step guides
    • Conducts training, so that the Company can institute practices that will ensure compliance
    • Plays a major role in handbook development and maintenance
  • Ensures document retention guidelines within the HR department are followed
  • Attends HR meetings
  • Assists in evaluation of reports, decisions, and results of department in relation to established goals
  • Assists with building Core HR Department budget
  • Carries out special projects, as assigned
Requirements
  • Bachelor's Degree with a major in HR, business or finance and minimum 5 years' relevant experience in employment law, ethics, or statistical analysis
  • Certified Compliance Professional (CCP) preferred
  • Proficient with Microsoft software programs such as Word, Excel, Outlook, and PowerPoint
  • Must possess a high level of confidentiality
  • Requires periodic travel

The following competencies are needed to successfully perform this job:

  • Strong command of the English language, both written and oral
  • Comfortable presenting to small as well as large audiences
  • Ability to tactfully talk with co-workers to assess whether compliance efforts are being carried out in the operations and support offices
  • Ability to read and understand employment laws, regulations, executive orders that require compliance
  • Ability to apply basic math, geometry, and algebra to complete statistical analysis and memorialize findings that serve as proof of compliance
  • Ability to persuade upper management on compliance issues
  • Ability to work with all levels of co-workers
  • Ability to effectively work with HR Regional and Business Unit Managers to resolve issues and collaborate on company-wide initiatives
  • Ability to analyze complex legal/regulatory requirements and determine best course of action for effective compliance
  • Ability to not only understand regulations but to be able to apply them to real life situations
  • Ability to prioritize work items
  • Ability to handle multiple priorities under the pressures of a heavy workload and/or time constraints
  • Ability to travel to user sites by automobile or airplane to implement solutions, gather requirements, conduct, or attend training classes, etc.
